NEWS: 商家投诉取缔行动打击生意 “高峰城广场不能没外劳”

Bukit Mertajam MP, Chong Eng and I visited a group of disgruntled small business owners and traders in BM Plaza who claimed that disproportionate and unjustified actions by the Immigration Department to arrest illegal immigrants at the Plaza are affecting their business. A few weeks ago, an MCA leader held a press conference asking the Federal Govt. to take stricter actions against immigrants at the Plaza.

Traders there told us that their workers have proper work permits and some of them are actually business partners. I met one Burmese muslim who is in business partnership with a local Malay businessman and they have a store in BM Plaza. According to the traders, when Immigration dept officials conduct operation, they were unruly and did not discriminate between immigrants with permit and those without permit. Their customers, 90% whom are foreign workers were afraid to patronize the Plaza due to fear of being arrested despite having proper permits to be in this country.

My comment to the press was the Federal Government did not consider social implications of their haphazard foreign workers policy. Our country has about 10 million workforce and foreign citizens constitute about 20% of the workforce. In every 10 person working, 2 are foreign citizens. The Federal Government’s policy seemed to imply that we only want foreign citizens to come to Malaysia to work, without any proper vision of the social space for this group of people. There is no consideration of proper wage-scheme, housing arrangements, and even recreational needs.

We seemed to think that we can bring people from another country to work 9-to-5 (or even more) and then lock them up in their hostels. Foreign workers have social, cultural and economic rights which must be honoured by both their home government and host government.

(大山脚18日讯)执法单位如移民局、警方、志愿警卫团常在大山脚高峰城广场取缔外劳,执法人员如狼似虎的检举,令到广场如“鸡飞狗跳”般混乱,引起商家不满!

这些商家包括高峰城广场管理层,今日下午向大山脚区国会议员章瑛、威省市议员沈志强投诉,希望能够代为反映他们的处境的问题。

消费者撞破橱窗

这些商家在场发表一项声明如下:

“高峰城广场近年来都是靠外劳消费,可是警方与移民局一直扫荡外劳,每次任务都让消费者鸡飞狗跳的撞倒商家商品与冲破商家的橱窗,这画面直接影响了广场形象,本地人也不敢前来购物。

“如今经济已经不景气,商家的生意也不好做了,有关部门再不谅解而继续在广场内执行任务,商家的生意就雪上加霜,很难维持下去了。

“希望有关部门执行任务、检查外劳准证时在广场以外的地方,让我们这些小本生意的商家能继续生存下去。”

高峰城广场经理林珉亥也说,有关执法单位的行动,直接的影响了广场生意。

他说,高峰城广场共有320间商铺,在全盛时期(2000年)有97%的出租率,但是如今已降至71%。

商人嘉玛纳西尔说,共有15家外资公司在高峰城广场内营业,这15家公司共承租58间商铺,其中有卖杂货的商店、餐馆、理发店等,这些公司都有营业执照,都是合法商店。

“我们商店的客源有90%是来自外劳,如今执法单位的取缔,形成外劳不敢来,生意因此下跌。”

他说,高峰城公寓已是外劳周末休假的休闲处,而且高峰城广场的外劳除了来自大山脚本地,还有来自槟岛、吉打州的双溪大年、霹雳州的太平、怡保等。

他投诉说,每次执法人员一上门,无论是合法或不合法的外劳,全部都一并被捉走。

章瑛:有权取缔 不应影响合法外劳

大山脚区国会议员章瑛说,执法单位有权取缔外劳,可是不应该影响合法外劳。

“本地的非法外劳多,那是当局在边境地区的把关不严,如果把关严的话,就不必执法人员在人群中找非法外劳。”

边境把关不严

她说,在全球化的今天,我国需要外国人来投资,自然也有合法入境的外劳,他们也要有个去处,高峰城广场已成为他们集会的地方,他们应被视我国社会一分子,我国也有国民跳飞机到国外,我们也不希望他们在国外受到不公对待。

她希望移民局及警方执法人士在执行任务时,可以有智慧、专业的执行,只对准目标,尤其是警方人员,她不希望在执行任务时会惊吓到公众。

威省市议员沈志强说,我国外劳问题是中央政府的偏差政策造成,我国有一千多万名员工当中,其中外劳就占190多万名,这是政府开放给外劳就业,政府就应该考虑他们所需,好像娱乐休闲的需求,否则将会带来社会问题。
